Stuff ID Labels

LVL1 Tools, Parts, Stuff should be labeled when arriving at the space to identify how the thing is intended to be used. A color (and number, for color-blind) code can be used to indicate the state.

* Personal use of owner or under owner's supervision
* LVL1 full ownership and use by all
* LVL1 full ownership and use by all WHEN TRAINED FOR SAFE USAGE
* Loaned to LVL1, use by all, in space only
* Loaned to LVL1, use by all, in space or borrow out of space
