Proposed Bylaw Amendment: Vice President Membership Management
Purpose: to ensure membership management tasks are upheld by requiring the oversight of a specific officer
How the section looks now (text to be subtracted in italics):
President
The President shall preside over all meetings of the membership. He or she also serves as a representative of LVL1 to the public, and in all functions where a President may be called for by law or any other outside requirements. The president is responsible for making sure that the corporation files it's annual report, Kentucky charitable organization statements, and any other papers required to maintain legal nonprofit status by the law of Kentucky or Federal law.
Vice President
The Vice President shall assist the President in organizing meetings of the membership. He or she is responsible for enforcing the rules of meeting procedure as detailed in this documents. The Vice President is also responsible for providing notice of all meetings of the members and of the board of directors, pursuant to these bylaws and the law of Kentucky. In the event that the President cannot fulfill his responsibilities at any meeting or function, it is the responsibility of the Vice President to fulfill the obligations of the President.

President
The President shall organize and preside over all meetings of the membership; they shall enforce the rules of meeting procedure and provide proper notice of all meetings of the membership & of the board of directors pursuant to these bylaws and the law of Kentucky.. He or she also serves as a representative of LVL1 to the public, and in all functions where a President may be called for by law or any other outside requirements. The president is responsible for making sure that the corporation files it's annual report, Kentucky charitable organization statements, and any other papers required to maintain legal nonprofit status by the law of Kentucky or Federal law.
Vice President
In the event that the President cannot fulfill his responsibilities at any meeting or function, it is the responsibility of the Vice President to fulfill the obligations of the President. In addition, the Vice President is responsible for administering LVL1 Membership Management duties, including (but not limited to) collecting dues, onboarding new members, tracking membership status, and keeping current member records.
Note: the meeting duties were removed from the VP's description and condensed into responsibilities which the President largely already does. The significant addition is for the VP
JUSTIFICATION:
The membership management duties are ABSOLUTELY CRITICAL and should have direct oversight. They are scattered around the bylaws and typically offloaded to various officers who rarely communicate. This has resulted in a lot of problems with continuity, transparency, and burnout. Having the VP be responsible for this can make sure it all happens reliably and that information is shared & accessible.
