Member complaint about growling dog absent owner

Member complained to list about encounter with unattended dog in the dark space. Cameras were reviewed. Crittenden and Carlos.

Repeated loose dog in space, growling, barking, and snapping at members. Has been voted on before, told five officers that it would not happen again back in June.

Rule was explicitly passed to make it clear animals must be under owners control.

Rule Broken: Animals must be under owners control at all times.

Consequences: Loses privileges for animals permanently Loses member access for 30 days.
